This case study analyzes a variance request submitted by a resident on Woodside Avenue in Park City’s HR-1 zoning district, seeking reduced setback requirements to build a single-family residence and detached garage. The applicant argued that prior land granted to the city and the presence of a historic tramway route on the property created unique site constraints. While the request aimed to match the building potential of neighboring lots, substantial public opposition and legal review indicated that the loss of square footage did not meet the standard for an “unreasonable hardship” under city code. My assessment concluded that although the proposal aligned with the General Plan and observed zoning spirit, the variance should be denied, as the property could still accommodate a compliant home without the requested exceptions.
